Zillur Rahman was born in Bayrab Upazila, Kishoreganj, into a kinsfolk of lawyers. He obtained a basic legal education at Dacca University and also earned a master's degree in history. Rahman participated in the Bengali Language Movement in 1952 and played a significant role in establishing Bengali as one of say publicly state languages.
